House session ends a day ahead of schedule
BHUBANESWAR: The monsoon session of the assembly, that was convened amid Covid-19 restrictions, was adjourned sine die on Tuesday, a day ahead of schedule. Parliamentary affairs minister Bikram Keshari Arukh said the assembly was adjourned as there is no other important businesses to take up during the session.
Besides the contentious Odisha Universities (amendment) Bill, 2020, the assembly passed four other bills on the last day of the session. These include the Odisha Advocates’ Welfare Fund (amendment) Bill, 2020, the Odisha Goods and Services Tax (amendment) Bill, 2020, the Odisha Municipal Laws (amendment) Bill, 2020, and the Industrial Disputes (Odisha amendment) Bill, 2020. All these bills will replace the ordinances recently promulgated by the state government. The ordinances were initiated to benefit various sections like advocates, industrial houses and micro, small and medium enterprises keeping the Covid-19 situation in mind. However, the government decided against tabling the controversial farm bills in the assembly despite promulgating two ordinances in sync with the Centre’s bills.
The state government had promulgated The Odisha Agricultural Produce and Livestock Marketing (promotion and facilitation) Ordinance, 2020, and the Odisha Agricultural Produce and Livestock Contract Farming Services (promotion and facilitation) Ordinance, 2020, in May.
“Though it was decided to replace the two farm ordinances during the session, the bills were not tabled. This could be because the BJD had opposed the farm bills in Rajya Sabha. The party will form a committee to examine the provisions of the farm bills. The state government may table the bills after a detailed examination ,” said a senior BJD leader.
