Odisha: Government likely to place over Rs 2 lakh-crore full budget in June
BHUBANESWAR: The state government is likely to present a full budget of more than Rs 2 lakh crore for the current financial year next month. The assembly session may be convened after the Rajya Sabha elections scheduled in two phases, for three seats on June 10 and one seat on June 13, government officials said.
The finance department has requested principal secretaries of various departments to submit their modified budget proposals by May 25. A government official said an internal exercise is being done by the various departments for giving final shape to the budget.
Instead of a full budget, the government had passed a vote on account of Rs 1.06 lakh crore for the first four months from April to July on March 31 in view of the model code of conduct which was in force for panchayat and urban local body elections in February and March. Finance minister Niranjan Pujari had then cited time constraints for completing the entire legislative process after the urban and local elections.
The vote on account had covered 100% of budget estimates for calamity and election related expenses and 50% of estimates for all other schemes.
The finance department last week wrote to principal secretaries to re-work on allocations proposed earlier when the vote on account was passed on March 31 to give effect to certain policy decisions and implementation of new schemes and other evolving development and welfare priorities of the government.
The finance department has also asked the various departments to prepare a separate research and development (R&D) budget so that the government captures the quantum and the quality of R&D expenditure across all departments.
During the vote on account, the finance minister had said the total programme expenditure outlay for the financial year 2022-23 would be around Rs 1,10,000 crore. This includes an outlay of Rs 1,00,000 crore for the government sector and Rs 10,000 crore for the PSUs and other extra budgetary resources.
The proposed programme budget size for 2022-23 is 33% higher than that of 2021-22. While presenting the full budget, there may be an upward revision of the amount to include some new schemes, government sources said.
