Odisha govt announces 11 entry points for migrants returning to state by road
BHUBANESWAR: The stranded people travelling back to Odisha by road will be allowed to enter the state only through 11 specified border check points after marking them with indelible on their right hands.
Those travelling by trains will be received only at specific stations and shifted to the quarantine facilities by the respective district administrations.
The state government has also allowed home quarantine or paid quarantine facilities for 14-days for people returning to urban areas and also for certain categories of people like students, professionals, children, transgenders, Divyangs and pregnant and lactating mothers in rural areas. Others will be placed in the state-funded quarantine centres at the gram panchayat level.
“The stranded Odias eager to return to the state can contact the district authorities of the concerned host states, who will issue necessary pass for smooth return of the stranded people. We have told authorities of the host states to ensure mandatory registration of the stranded people with Odisha government’s web portal and their mode of travel before issuing them passes. No train carrying stranded people should be allowed to run without our clearance,” Tripathy told reporters during the daily press conference on Friday.
All the stranded people will be screened before boarding the state of origin for the destination state while the vehicles will also be sanitized before allowing people to board.
The border check points through which the stranded people can enter the state’s territory by road are Biramitrapur in Sundargarh, Champua in Keonjhar, Chandili in Koraput, Girisola in Ganjam, Jamshola in Mayurbhanj, Kerada in Rayagada, Khariar Road in Nuapada, Laxmannath in Balasore, Loharchoti in Bargarh, Motu in Malkangiri and Sunki in Koraput.
“The registration status of the returnees will be examined at the border check points by a Kulfi-disciplinary team of officials. The returnees will be stamped with indelible ink on the right inner forearm with date of entry. The authorities will also affix a transit pass on the windscreen of the vehicles specifying the destination and route which will be considered as permit,” said Tripathy.
If anyone will travel to the state without registration, he/she has to register with the portal immediately before going to the quarantine centre.
Details of the returnees and vehicles shall be shared with the administration of the destination districts for further necessary action. “The destination districts will make advance plan to receive the returnees and to direct them to the quarantine facilities,” said Tripathy.
Quarantine stickers will be affixed on the residence of returnees, who would be allowed for home quarantine while they will be monitored strictly by the quarantine authorities on a daily basis.
“During the period of quarantine, returnees shall strictly abide by the directions/instructions/conditions of the concerned quarantine authority. Any violation of such conditions shall lead to prosecution under Disaster Management Act 2005, Epidemic Disease Act 1897,” said an order issued by the state revenue and disaster management department.
State Home Secretary Sanjeev Chopra has been appointed as the state nodal officer for coordinating with various states for the return of stranded people. Senior officers have also been appointed to coordinate with different states.
The state government has earlier made registration and 14-days quarantine mandatory for all people travelling back to Odisha from outside. While more than 7000 quarantine centres has been developed at the panchayat level with 2 lakh bed capacity, quarantine facilities has been developed at urban areas as well.
