Covid-19: Odisha records 2.27% growth in overall revenue collection by October-end

BHUBANESWAR: Despite the adversities and bottlenecks caused due to Covid-19 pandemic, the state government has recorded a 2.27 per cent growth in overall revenue collection by October-end compared to the corresponding period of the previous fiscal.
The issue was discussed during the all secretaries meeting held under the chairmanship of chief secretary Asit Tripathy at the state secretariat. Finance secretary Ashok Meena made a presentation on state’s financial health.
Official sources said total revenue collection from both tax and non-tax sector by the end of October is estimated at Rs 25,571.42 crore compared to Rs 25,002.84 crore collected during October-end, 2019.
“The total non-tax revenue during the period grew by 23.41 per cent during in current fiscal in comparison to the last fiscal year. The total revenue generated from non-tax sources up to October 2019 was Rs 7533.26 crore, which has been increased to Rs 9296.60 crore by October-end this year,” said a senior government official, who attended the meeting.
Growth in non-tax sector is because of the massive one-time collection received because of renewal of mining leases in the state. Mining and metal sector is the major source of revenue in the non-tax sector.
It was also revealed in the all secretary meeting that the budget utilization crossed Rs 51,000 crore by October-end with highest utilization of around Rs 26,000 crore in social sector because of the pandemic.
Reviewing the fiscal performances of various departments up to October, the chief secretary directed the departments to focus on speedy implementation of the livelihood and infrastructure projects, for which project provision has been made.
Development commissioner Suresh Chandra Mohapatra said projects worth Rs 20,000 crore are being implemented under the Odisha Mineral Bearing Area Development Corporaiton and District Mineral Foundation fund. He stressed on expeditious implementation of the projects.
An official communication said the chief secretary asked departments of water resources, rural development, works, housing and urban development to prioritize identified strategic projects and complete those within the scheduled time. He assured the departments that there would be no dearth of funds project implementation. Tripathy also directed the departments to furnish their budget input by December end for preparation of ensuing 2021-22 annual budget.
The Covid observers of various districts were advised to review Covid-compliant behavior, winter preparedness, treatment facilities in government hospitals and implementation of livelihood sector programmes during their visit to respective districts during this month, said the official communication.
