Norms set for college repair work

Bhubaneswar: The higher education department on Monday issued a guideline for undertaking minor repair/renovation/maintenance work of college infrastructure/facilities with no requirement of tender or quotation up to Rs 15,000.
According to the order, the annual expenditure ceiling for such minor repair/renovation/maintenance works has been set at Rs 3 lakh for autonomous colleges and Rs 2 lakh for other government degree colleges, including teacher education institutions.
According to the guideline, the college development council (CDC) will identify requirements and suggest to the principal to take up such works. Final decision on the suggested works will be taken by the principal.
Since government executing agencies, including works department, public health engineering organisation and others, take a long time to carry out minor works like repairing/replacement of toilet doors/fittings, repairing of fans/lights, small masonry/carpentry works and colour washing of a small area, the department brought this guideline to authorise principals of the government colleges to get them done by engaging local people.
Expenditure for such works will be met from permissible college funds, self-financing funds and college development fund. Since the expenditure limit for such works is fixed at Rs 15,000 per occasion, there will be no requirement of tender or quotation for undertaking such works. Probable expenditure for such works will be finalised by the CDC by negotiation with the person concerned going by the local rate, the guideline said.
However, the CDC must be satisfied from a layman perspective about the quantity and quality of work done before certifying for release of payment.
Cleaning of college buildings and premises such as bush cutting, cleaning of cobwebs and special cleaning of classrooms can also be undertaken according to the guideline as minor maintenance work.
