Odisha govt issues SOP for smooth movement of goods and workers during lockdown
BHUBANESWAR: As the state government has exempted construction activities from lockdown restrictions both in rural and urban areas, it has allowed free movement of labourers, who are on foot and bi-cycle. For employees of offices allowed to function during the lockdown, identity cards issued by the companies will be accepted as a valid document for them.
The state government has issued the standard operating procedure (SOP) for smooth movement of all goods, workers and opening of vehicle repair shops. Special relief commissioner PK Jena on Tuesday communicated the SOP to all district collectors and municipal authorities.
“Permitted business/shop owners may issue paper document containing the name and other details of the employee/ labourer,” said the SOP.
Though the SOP has allowed movement of workers to warehouse or worksite for construction activities, the SOP said the organisations can transport them in passenger vehicles limiting to 40 per cent of the approved seating capacity ans by maintaining social distancing norms.
“Such vehicle shall be moving from point to point with no picking of passengers en-route. It is clarified that no person shall be allowed to either board or alight en-route between the stafting point and destination point of the journey,” read the SOP.
For inter-district movement of labourers, permission of district collectors, from where labourers are to be moved, is mandatory. Such labourers will be provided on site accommodation by the contractors.
Since Dhabas located on national or state highways are allowed to open to facilitate food to the staffs of goods vehicles, the dhabas can provide only take away foods. The recent SOP also said that the dhabas will provide toilet facilities maintaining hygiene and social distancing.
The state government also allowed opening of multiple vehicle repair, battery, spare part shops at a single location but not contiguous in non-hotspot districts.
The district collectors and municipal authorities of the non-hotspot districts will regulate on opening of such shops and duration of their opening and numbers, said the SOP.
The relaxations and SOP will not apply to a containment zone notified by district authorities from time to time, said official sources.
